Arm Expands its Partnership with GitHub to Accelerate AI-Driven Cloud Development with its Cloud Migration Assistant Custom Agent
Arm has a long-standing vision for a more intelligent, open, and architecture-aware developer ecosystem. What began as a partnership with GitHub to better serve developer needs has continued to evolve, spanning product collaborations across GitHub Runners – including Windows on Arm – that provide native Arm compute for CI/CD to more than 13,000 open-source projects and 2,500 organizations, to new agentic workflow integrations that make moving to Arm fast and seamless. All this work aims to greatly enhance the developer experience: optimizing their AI-driven workflows and simplifying how millions build, test, and deploy software on Arm-based infrastructure.
At GitHub Universe 2025, Arm continues to expand its partnership with GitHub to support agentic AI development: a Cloud Migration Assistant Custom Agent created by Arm. Available in GitHub’s awesome-copilot repo from today, this is a meaningful use case that helps developers automate, optimize and accelerate cloud workload migration to Arm-based platforms, like Microsoft Azure Cobalt 100 instances. With close to 50 percent of compute shipped to the top hyperscalers in 2025 set to be Arm-based, it has never been a better time for developers to optimize their next project on Arm.
How the Cloud Migration Assistant Custom Agent works
The Cloud Migration Assistant Custom Agent builds on the broader shift toward agentic AI workflows, connecting GitHub Copilot’s intelligence with Arm’s foundational technologies to unite architecture expertise, toolchain knowledge, and cloud portability. This delivers a new class of intelligent automation and agentic AI development, with developers gaining an Arm-aware AI collaborator that understands the “why” behind each migration step.
The Cloud Migration Assistant Custom Agent works by leveraging a new dedicated Arm MCP Server – which connects GitHub Copilot’s AI workflows with real engineering tools, performance libraries and migration utilities – and GitHub Copilot’s custom-agent framework to do the following:
- Understand architecture, tooling and developer intent;
- Execute context-aware actions;
- Deliver actionable insights; and
- Accelerate multi-platform development.
These benefits result in real-world impact for developer teams, helping them to:
- Scan and analyze codebases for architectural readiness, identifying unsupported instructions, and portability issues before migration.
- Enable multi-architecture container builds and system-level optimizations for both Arm and x86 targets, making hybrid cloud deployment simpler, faster and more efficient.

“Developers want GitHub Copilot to adapt to their unique workflows, coding conventions, and use cases. Now, with Copilot custom agents, developers can turn their ideas into action with agents that fit their needs, on their terms. With Arm’s custom agent, developers who are working on Arm-based cloud migration or multi-platform optimization can define specialized versions of Copilot with Arm’s architecture, toolchain knowledge, and MCP server,” said Mario Rodriguez, Chief Product Officer at GitHub
Shaping the future of AI-driven development
The Cloud Migration Assistant Custom Agent marks the next evolution of how we are supporting developers, bridging the gap between code creation and cloud deployment. As AI continues to transform software development, Arm is laying the foundation for advanced agentic development alongside GitHub, where AI does not just assist but acts intelligently across the entire software lifecycle.
